I think that you should be the one to stop initiating all of the sex. Next time let her be the one to make the move first. She is probably reacting this way because you two see each other so rarely, and she might feel like all you want to do is have sex with her when you see her. Try and explain to her that guys have emotional/physical needs like girls do. Girls emotions are more based on HEARING things, like when you talk and say 'i love you' and tell her she's beautiful and things like that, that is what drives her emotionally. Guys emotions are more based on the PHYSICAL aspect. We feel loved and wanted most effectively through physical interaction (not to say that hearing things doesn't do anything for us, or that physical stuff isn't emotional for a girl). Different things drive males and females, and if you can both recognize what drives each other, it will work out better.
While I'm saving sex for marriage so i don't know from experience, I've heard/read that most people who are married and obviously sexually active have sex multiple times a week. So a few times a month is probably pretty dificult for you as it is. Try and explain that to her and talk it out. Hopefully that helped :)
